Message from the Assistant Dean
Administrative functions form a cornerstone in many Iraqi universities, and Al-Hamdaniya University in particular. The Office of the Assistant Dean for Administrative and Financial Affairs is responsible for executing the tasks assigned by the Ministry of Higher Education and Scientific Research. With the establishment of our College of Education for Humanities, our responsibilities have expanded to ensure its advancement and optimal representation among our university’s colleges and other universities in all administrative aspects. Efficient administrative work contributes significantly to enhancing the overall performance of the university.

Vision

The Assistant Dean’s Office for Administrative and Financial Affairs seeks to achieve a highly streamlined administration of services and finances within the College, organizing the affairs of academic, administrative, and financial staff in a manner that guarantees their rights, in accordance with university service laws, civil service regulations, and state employee discipline.


Mission

The office’s primary mission is to oversee all administrative units, ensure proper assignment of administrative and technical staff across the College’s divisions and units according to operational requirements, and safeguard the interests and needs of the College. It also manages all matters concerning academic and administrative staff, including attendance, leaves, promotions, allowances, bonuses, letters of appreciation, and issuing relevant administrative orders.


Duties and Authorities

1. Administrative Authorities:

Assign and coordinate the work of administrative and technical staff across all divisions and units according to operational needs.

Issue orders of appointment, assignment, retirement, and resignation.

Approve regular leave for administrative and technical staff, including contracted personnel, both inside and outside Iraq.

Approve promotions for administrative and technical staff.

Approve extra university work assignments for College staff.

Approve medical reports for College staff issued domestically or abroad, provided they comply with the provisions of the Sick Leave System No. (76) of 1959 and its amendments.

Execute necessary transfers within the College’s administrative staff in coordination with the Dean and Department Heads, according to public interest.

Sign orders for regular leave, summer vacations, and legally mandated retirement bonuses for College staff.

Sign annual allowance and promotion forms for administrative and technical employees.

Grant maternity leave according to applicable laws and regulations.

2. Financial Authorities:

Approve fund allocations according to specialized committees and in line with general contracting laws and regulations.

Allocate financial resources to academic departments in coordination with department heads.

Approve professional, engineering, risk, and other allowances in accordance with relevant laws and regulations.

Approve and disburse travel advances for teaching, technical, and administrative staff for official missions within Iraq.

Issue administrative orders concerning student warnings, penalties for absenteeism, or violations of regulations.

Issue orders for lectures conducted by College staff or external lecturers (in coordination with the Dean), maintain their records/forms, and oversee their disbursement in coordination with the College’s financial office.
